Conflict of Interest Policy

The collection "SCIENTIFIC HERALD OF TCHAIKOVSKY NATIONAL MUSIC ACADEMY OF UKRAINE" seeks to ensure impartial editorial consideration, objective peer review, and ethical publication practice. All participants in the editorial process are required to disclose any actual, potential, or undisclosed conflict of interest that may affect the evaluation, editorial decision, or content of a publication.

 General provisions. A conflict of interest is any circumstance that may affect, or create the appearance of affecting, the impartiality of the professional judgment of an author, reviewer, editor, or member of the editorial board.

A conflict of interest may be:

  • personal in nature;
  • professional in nature;
  • academic in nature;
  • financial in nature;
  • institutional in nature.

 Conflict of interest of the author

The author is required to inform the editorial office of any circumstances that may affect the perception or evaluation of the submitted material, including:

  • financial support for the research;
  • participation in projects or programs related to the subject matter of the article;
  • official or other dependency that may be relevant to the evaluation of the material;
  • other circumstances that may be perceived as a potential conflict of interest.

Information about the existence of a conflict of interest is not an automatic ground for rejecting the material, but it must be taken into account during editorial consideration.

 Conflict of interest of the reviewer

A reviewer should not participate in the evaluation of a manuscript if they:

  • are in professional, personal, or official relations with the author;
  • have co-authored publications, joint projects, or other forms of recent academic collaboration with the author;
  • work at the same institution as the author, if this may affect impartiality;
  • have a personal interest in the outcome of the manuscript’s consideration;
  • cannot ensure an objective and independent evaluation of the material.

In the event of a conflict of interest, the reviewer must decline the review and immediately inform the editorial office.

 Conflict of interest of an editor or member of the editorial board

An editor or member of the editorial board does not participate in the consideration of material if they:

  • are the author or co-author of the submission;
  • are connected with the author through professional, personal, or institutional ties that may affect impartiality;
  • have a direct interest in the publication or rejection of the material.

In such cases, editorial consideration and decision-making are carried out by another authorized editor or member of the editorial board without the participation of the person in respect of whom the conflict of interest exists.

 Means of resolution

If a conflict of interest is identified, the editorial office may:

  • replace the reviewer;
  • assign the consideration of the material to another editor;
  • request an additional independent review;
  • require additional disclosure from the author;
  • where necessary, publish an appropriate declaration together with the article;
  • reject the material if the conflict of interest calls into question the integrity of the editorial process.

 Undisclosed conflict of interest

Failure to disclose a conflict of interest is regarded as a violation of editorial ethics. If such a conflict is identified before publication, the editorial office may suspend consideration of the material or reject it. If an undisclosed conflict of interest is identified after publication, the editorial office may publish a clarification, an editorial notice, or take other measures in accordance with the collection’s editorial policy.

 Final provisions. All participants in the editorial process are required to act in good faith, to disclose in a timely manner any circumstances that may affect impartiality, and to help maintain trust in the collection’s scholarly publications.
